# Child travel power of attorney in the UAE and the parental consent letter for travel

A child travel power of attorney in the UAE, or a parental consent letter for travel, is the signed document that shows a child has the permission of a parent who is not travelling. We draft it for the family's real situation, prepare it in English and Arabic, and our in-house notary public notarises it. We have in-house, in person notary public services, online notary public services and home visit notary services. The wording matters most when the family situation is not simple.

The easy case is two married parents where one flies with the child and the other signs a short letter. Most questions we get are about the other cases: a child travelling with grandparents, a parent who lives abroad, separated parents with a custody order, or a school trip with another family. This page is about getting the wording right for those.

## At a glance

A consent letter says a parent agrees to the trip. A travel POA goes further and lets another adult act for the child, for example to consent to medical treatment during the trip.

Airlines, border officers and the destination country each decide what they ask to see. The letter has to satisfy the strictest of them.

A notarized consent letter carries the notary's check of the parent's identity and signature, which a plain signed letter does not.

A parent outside the UAE can sign abroad, before an accredited UAE consul or a local notary followed by attestation.

Our child travel consent service starts from AED 1,200.

## Consent letter or travel POA?

**A consent letter for children travelling abroad** is a statement by the parent who is not travelling: I know about this trip, I agree to it, and here is how to reach me. It is usually enough when the child travels with the other parent.

**A child travel power of attorney** appoints another adult to act on the parent's behalf for the child during the trip. That matters when neither parent is travelling, or when the adult will need to make decisions: signing a hospital consent, dealing with an immigration officer, or checking the child into a hotel or a school programme.

Under the UAE's new Civil Transactions Law, Federal Decree-Law No. 25 of 2025, an agency given in general terms covers acts of management only (Article 871). So a travel POA should name the acts it covers, such as medical consent, rather than rely on general words like "all matters concerning the child".

People also call these documents a travel POA, a travel NOC for a minor child, a guardian consent letter for travel or an authorisation letter for a minor to travel without parents. The names vary. What decides whether it works is what it says.

The wording

## What the letter must say

Whatever the family situation, these details belong in every child travel consent or POA we draft.

Checklist

Family and travel

1

**The child** Full name exactly as in the passport, date of birth, nationality and passport number.

2

**Each parent** Full names, passport or Emirates ID numbers, and which parent is signing.

3

**The accompanying adult** Full name, passport number and relationship to the child. If there is none, say so, and name the airline's escort arrangement instead.

4

**The trip** Destination country and city, any transit countries, departure and return dates, and flight numbers if known.

5

**What is permitted** Travel only, or travel plus specific acts such as medical consent or school registration.

6

**Contact details** A phone number and address for the consenting parent during the trip.

7

**Limits** The letter ends on the return date, or on a named date, so it cannot be reused for another trip.

8

**Attachments** Copies of the child's passport and the parents' IDs, listed in the letter.

When a parental consent letter for travel leaves out any of these details, that gap is what leads to questions at a check-in desk.

Case by case

## The hard cases

### A child travelling with one parent

The parent who stays behind signs the consent. If the travelling parent is the mother and the father sponsors the family, or the other way round, write both parents' full details, so the officer can see who the other parent is. For a UAE residence visa question, where the mother is the sponsor, see our page on the [NOC for a child visa](https://notariolawyersuae.com/noc-for-child-visa-in-dubai/).

### A child travelling with grandparents or other relatives

Can a child travel to Dubai with grandparents, or leave Dubai with them? Families do it often. In this case both parents usually sign, and the document is better written as a travel POA that lets the grandparents act for the child. Name each grandparent, include their passport numbers, and state which decisions they may make. If only one grandparent is travelling, name only that one.

### A child travelling with another family, or on a school or club trip

Both parents consent, the adult in charge is named, and a second adult is named as a substitute in case the first is unavailable. For school trips, the school often provides its own form; the notarised letter supports it, it does not replace it.

### A parent who lives outside the UAE

The parent abroad signs where they are. Two routes are common. The first is to sign before an accredited UAE consul, who may perform notarial acts under Article 3 of Federal Decree-Law No. 20 of 2022. The second is to sign before a notary in their own country and then have the document attested for use in the UAE. The UAE is not a party to the Hague Apostille Convention, so an apostille alone does not complete that second route. We draft the letter so it can be signed abroad without changes.

### Separated or divorced parents

If there is a custody order or a divorce settlement, the consent letter must fit it. We refer to the order by court and date, and we do not write anything that contradicts it, such as giving a parent a right the order does not give. Bring a copy of the order when you instruct us.

### A parent who will not sign or cannot be reached

A notarised letter records a parent's consent. It cannot replace the consent of a parent who refuses or who cannot be found. In that situation the question becomes a court matter and you need an advocate. We can still prepare the rest of the paperwork once that decision is made.

### A child travelling alone

For an unaccompanied minor, the airline sets its own escort rules and forms. The parents' consent letter still helps, and it should name the adult meeting the child on arrival.

## Why a notarized consent letter

A letter signed at home proves only that someone signed it. A notarized consent letter has been signed before a notary, who verified the parent's identity from their ID, checked their capacity and consent, and read the content out to them. That is why officers and airlines give it more weight. In Dubai, the notary works in Arabic, so we prepare the letter bilingually: the parent reads their own language, and the notary reads the Arabic.

## Affidavit for a minor travelling without parents

Sometimes the office that will see the document asks for an affidavit for a minor travelling without parents, rather than a consent letter. The two differ in form. With a consent letter, the parent signs and the notary authenticates the signature. With an affidavit, the parent makes a statement of facts in the first person and declares before the notary that it is true, and the notary records it as an affidavit.

When we draft a notarized affidavit of consent, the wording changes in three places:

* It opens with who the parent is and how they are related to the child, written as a statement of fact, not as a request.
* Each fact the receiving office relies on sits in its own numbered paragraph: parental status, the trip, and the adult who travels with the child.
* It closes with the parent's declaration that the contents are true, and leaves room for the notary's affidavit record.

The notary's fee line changes as well. The federal fee table puts an affidavit at AED 300 and a signature authentication at AED 200 per party. So before we draft an affidavit for travelling with a child, we ask you to check which form the airline, embassy or school actually wants. Choose the affidavit only when someone has asked for it.

## How we help

We ask about the family and the trip, and we tell you whether a consent letter or a travel POA fits. We draft it with the details above and prepare the Arabic. You check the names and dates, then sign before our in-house notary public, in person, online or on a home visit. The notary verifies your identity and notarises the document. If a parent is abroad, we send the draft for signing there and explain the attestation step. For a ready template to fill in yourself, some families prefer a standard form; the letters we draft are written for your case.

### Is a consent letter legally required for a child to travel from the UAE?

It depends on the airline, the destination country and the family situation, and each of them sets its own rules. A notarised letter is the safe choice when one or both parents are not travelling.

### Can a child enter the UAE without a parent travelling too?

Yes, with the right documents. The child needs their passport and visa, the adult meeting or accompanying them should be named in a signed consent from both parents, and the airline's rules for unaccompanied minors apply if no adult travels with them.

### Does the consent letter need to be in Arabic?

A document notarised in Dubai is in Arabic, or in another language with an Arabic translation, so we prepare it bilingually. If it will be shown abroad, the English side is what the foreign officer reads.

### How long is a child travel consent valid?

As long as the letter says. We write a start and end date tied to the trip, so it cannot be reused. No UAE law fixes a standard lifespan for a power of attorney; its term is the one written in it.

### Can one letter cover several trips?

It can, if each trip or a date range is stated. A letter that covers "any travel" at any time is weaker and may be questioned.
